i set that in clientOptions like this:

$form->field($model, 'text')->widget(CKEditor::className(), [
        'options' => ['rows' => 6],
        'preset' => 'standard',
        'clientOptions'=>[
            'enterMode' => 2,
            'forceEnterMode'=>false,
            'shiftEnterMode'=>1
        ]
    ])
