I both agree and disagree with this statement.
I personally think that the RecyclerView is impractical for anything other than pictures and movies, however GridView and ListView are both requirements for all else.
What I think should be done, is to have a global default set from the settings, with per-view settings from each view (folders, collections, apps, running processes, etc.).
The RecyclerView would be a great addition for usecases that actually make use of it, though.
