Ended up being my configuration in the nRF Connect for Desktop BLE app. When pre-loading config, you need to first Clear server setup config (for some reason), apply, popup happens. Then load config, apply, popup should happen again. I'll probably file a bug with Nordic. However, it would be fantastic if this app failed a little more gracefully with helpful error messages. The UWP examples seemed to be a decent place to start with their error handling: https://github.com/microsoft/windows-universal-samples/tree/main/Samples/BluetoothLE
