make users aware of the data licence
The emergency number data is licensed under OdBL. That has some restrictions on usage, the most important what happens if you merge it with other data. It's best to mention OdBL in the README.
cache API results
The full database is only 100kb. It could be included in the gem. Alternatively the gem could download the full database and cache it, either 24 hours or forever. That will ease the load on the "heavily rate limited" API.
Typo in API return
Typo in disclaimer object. As noted in EmergencyNumberAPI/issues#2
Add supported country list
Please add list of all supported countries in description or some where.
SSL certificate
In your docs you're referencing the API with an 'https' but it's unavailable this way at the moment, so I assume the certificate has expired.
