I assume this is using the .NET TlsCheck, correct? The endpoint appears to work with other platforms, so I wonder if your configuration is set up correctly. Have you tried compiling from source?

Yes, I recompiled in VS 2013 originally. I even changed modified the url to ensure it wasn't the code, which proved true. For some reason it was just the tlstest paypal subdomain throwing the 503 http response code error.
I finally got it to work by recompiling (again), this time in VS 2015.

Odd that it required VS 2015. Should we add that to a doc somewhere?
