I just encountered the same behavior and it took me a while to figure out why my component wasn't updating when the prop changed. Turns out changing the prop name to lowercase fixed it.

It matters. But for the initial rendering it works.

<my-component
  prop-that-will-be-updated="propThatWillBeUpdated"
  propWithStaticValue="propWithStaticValue" />

Above directive is rendered correctly with the given values. But, if the values are changed only prop-that-will-be-updated is reflected and propWithStaticValue is not reflected.
