- 无论密码策略选择邮件或是设置密码，邮件都会发送，这个邮件是用户创建成功的通知邮件，只不过附带了重置密码链接。
- 密码策略的区别在于，使用设置密码策略，用户创建成功后可以直接使用管理员设置的密码登录；而使用邮件策略，用户必须通过邮件中的重置链接设置密码后才能登录。
上面 API 的 Response 中密码策略为 email 是因为这是这个字段的默认值，只要看提交的正确的就可以。
