What steps will reproduce the problem?
1. tpenqueue() with qctl["flags"] |= TPQTIME_REL

What is the expected output? What do you see instead?

  I expect enqueue success. But it shows
  RuntimeError: tpenqueue() error: (Q diagnostics = -1)

What version of the product are you using? On what operating system?

  CentOS6.4(i686), Python 2.2.6, Tuxedo 11.1.1.2

Please provide any additional information below.

In tuxmodule.c:1670

        if (!(qctl.flags & TPQTIME_REL) || !(qctl.flags & TPQTIME_ABS)) {
        qctl.flags |= TPQTIME_ABS;
        }

set TPQTIME_ABS here before check actual flags I write in Python code.
And line 1714, I can't off TPQTIME_ABS flag.
