The DCC loader is loading DCC files correctly, but the sprite generation is not working as intended.

The sprite manager service currently integrates with the web router and provides debug routes for generating sprites as the following:

• a png sprite atlas, with packed json data after the end of the PNG file which contains the frame positions and dimensions
• an animated GIF image of the sprite

These debug routes work for both DCC and DC6 images, but the DCC ones don't render the sprite correctly.

The test routes are defined in the sprite manager service readme, but i'll post them here:

• PNG act1 palette /data/global/items/invgsgb.dc6 : http://localhost:8080/sprite/png/act1/data/global/items/invgsgb.dc6
• GIF act1 palette /data/global/items/invgsgb.dc6 : http://localhost:8080/sprite/gif/act1/data/global/items/invgsgb.dc6

The cmd/test_loader binary is what can be run to test these routes.
