This extension can also be used to run Chrome devtools LayoutTests, 
for use by developers of Chrome devtools.  Many of the WebInspector LayoutTests will run 
under testRunner and they can be debugged.

iframes must be clients, not servers

In injectedForExtensionTest we start a server in devtools.html for messages form the test case iframe. That works fine.

But we also create a server in the extension iframes. This server does not even come up until the iframe loads. We try to contact this server from a Talker client in devtools.html in order to proxy messages. If we attempt to proxy before the server is up, the talker may not connect.

So the extension iframes have to be clients (Talker).
