Magento removed the publicly available downloads last year.

there are possible setups, where the mysql server is not on the same host, or exists in a different container/virtual machine

actually downloads get put into a temp directory, but there is not test in the code if the file already exists.
for magento itself and also for the db dumps a cache even if only optional via argument would be cool.

So I can use the travis cache feature and reduce the time the Build runs by minutes
