It's because whenever someone joins, they have their own "State 0", which in turns sends a "State 0" to everyone else, and well, you know what happens; everyone syncs to 0 rather than the new user sync with the existing state.

When you're alone in the world with counters, it works without problem.
But when another player joins the same room, the counter will start counting two times up and down more often. It looks there is sync error. So yeah, the counter is bit useless when players joined the room.
